Honestly neither of them has had an impressive season. Modster has had one decent game against perhaps the weakest defense Cal has faced. Garbers had a good game at Ole Miss (a team whose defense is about as bad as WSU) and otherwise two partial seasons of inconsistent football. Neither of them has shown any life against a defense with a pulse.
At this point, I'd recommend choosing one and sticking with him. Finish the season, get Baldwin out of here, and let the new guy coach up these guys right. Cal isn't going to turn its season around because of who is behind center and things won't really improve offensively until the man behind the clipboard is replaced.
Which is all a long way of saying "It doesn't really matter. Whoever is the healthiest and the least likely to go down with injury."
This game comes down to which SC team shows up. If SC's defense has a pulse, neither QB will do much. If not, either could be effective enough to win. Consult the SC Football Gods.
