The portal deadline is for players to enter the portal. Once in the portal, there is no deadline to move to a new team or return to the old team. The most sought after players in the portal usually choose their new team by the end of April.

That was my understanding as well.

On a related note, when players announce that they are transferring from company A to company B, do they leave immediately, or do they stick around to finish out the semester?

They finish the semester because they need a minimum number of credits earned in order to be eligible to compete next season at their new school.

And while not common, there is nothing stopping players from transferring outside the portal, after the portal closes.

There is nothing stopping players from transferring without the portal. But, the NCAA recently passed a rule to punish teams that sign transfers who didn't go through the portal. Will that rule be invalidated if challenged in court? Probably, but it hasn't been challenged yet.
Quote:

The legislation approved Wednesday imposes severe penalties on programs that accept players who transfer without entering the portal: a half-season suspension for the head coach from all coaching, recruiting and administrative duties, and a fine equal to 20% of the school's football budget.

Wow. The NCAA is getting stupid again and just likes losing in court? That is going to be an issue especially because they eliminated the Spring portal in football. Spring is the normal time for academic transfers. There are legitimate reasons for players to want to transfer after Spring/the end of the academic year, including academics (completing course work), new coaches and yes, playing time and NIL opportunities (ie commerce).
