I haven't seen enough games in person, and watching on TV, it is not clear if his form has improved. What I can see is that his results in the box score have improved. However, he is not yet a good shooter. A good shooter's misses are usually right around the hoop, to give teammates a chance for a rebound. Tyrone still shoots some airballs, and some shots that carom off the rim hard for long rebounds, which are not what you want, ideally.
His scoring is up, from 7.2 ppg to 11.3 ppg, which is improvement, but he plays the off guard which is a scoring position, and ideally you'd like that a little higher. His 3pt % is up from 22% to 34%, which is an improvement, but it is only barely adequate. His FT% is up from 53% to 63%. This is an improvement, but not adequate, especially for an off guard. You would like that to be 70% or better.
In terms of consistency, he has also improved. Last year he shot threes well (1-3 or better) in 6 games out of 33 games. This year he has shot threes well in 5 games out of 14 games played, an improvement. Last year he had 14 games where he attempted threes and didn't make a single one. This year he has had only 5 of those game so far. Last year he shot FT's well, 70% or better, in only one game out of 33. This year he has shot FT's well in two games out of 14. Last year, he scored in double figures in 11 out of 33 games, and this year he has done it 7 games already. Last year he scored 4 points or less in 10 games and was shut out twice in 33 games. This year he has scored less 4 points or less in only two games, and was shut out in one.
Bear in mind that this season's statistics are only for the preseason, which consisted mostly of weak teams, and also Stanford. He will see tougher defenses now, on average. So it is too early to really tell if this improvement is definitive, but there certainly seems to be good improvement so far. He has a ways to go yet before he becomes comparable in shooting to the better two guards.
