Cal is a mostly privately funded school. Kids get tagged and almost all are within the 75-25% of applicants. It a part of getting 100 million out of Blum and to have Politicians help the campus. The whole admission thing has tons of BS in it; for example, if you check the box your parents didn't attend college you get a ton of points toward admission. There is no mechanism to check. The whole thing is a game.
