California's mask compliance has not been near universal. In fact, compliance varies greatly by region, and in some areas like the central valley and LA, they have had a terrible compliance rate. It's no wonder that were the hotbeds of the virus in California.
If you want proof that all the protocols put in place to try to limit and contain the highly infectious coronavirus, look at the flu numbers for this year. They have been minimal.

I think that's well stated. I am sitting in an office cubicle right now. I do have my mask on, but I'm not required to. I do not wear it outside, unless I'm, let's say, walking from a parking lot into a store. The vast majority of people around OC do wear masks outside and some of the really paranoid wear them while driving--alone. For all of you at home right now, are you wearing your mask? I bet almost none of you are. But a lot of people who have caught this caught it from a family member.
When I'm at the dog park, there is a mix of people there wearing masks and not wearing masks. I myself pull my mask down when no one is near because I get tired of my glasses fogging up and I like breathing cool air. But I don't fret about the people not wearing masks because we're outside.
Our knowledge of the virus has increased, but it's still imperfect. What seems clear at this point is that the hysteria about having sterilized pens and wiping down surfaces every 5 seconds really was mostly pointless. Wiping down surfaces on occasion makes sense for killing other types of germs, but this virus appears to be mostly airborne. Restricting outdoor activities, other than ones that caused people to be in very tight groups was dumb because the best ventilated spaces are outside, not inside. I'm sure 6 months from now, we'll know things about the virus that we don't know now.
The other thing is this. The masks we're wearing are imperfect. When surgeons go into surgery, they're not wearing the kinds of masks most of us are wearing. I'm pretty sure our masks do help (especially in keeping those who are asymptomatic and don't know it from spreading the disease), but they are not a perfect shield.
The solution is to vaccinate the population.
Assuming these solo drivers you're seeing are not Uber drivers, maybe they have a short drive and would prefer not to bother fiddling with their masks. You can't make a blanket assessment of paranoia being the reason they have masks on while driving.LMK5 said:

Where the masks tended to come off was in holiday gatherings with friends and extended family and this is where a lot of the cases were transmitted between Thanksgiving and New Years.
