I suspect that the most popular form of "fraud" is for one spouse to do the political research and to fill out a ballot for the other, with their spouse's permission and approval -- especially if one spouse is working full time and the other isn't. I would suspect that this is the most common mail ballot "fraud."
Fortunately, the numbers for this type of "fraud" are almost exactly the same between Trump voters, Biden voters, and everyone. So --

It's clear that Justin Haskins, from the Heartland Institute, has zero knowledge of how elections are run. IF a close friend or co-worker filled out & signed a mail-in ballot, and they were a registered voter & had already voted, that person could easily be charged for voting twice. Clearly, the 2nd ballot submitted would be rejected. Also, if someone filled out & signed a ballot, and they were not registered to vote, OR if the signatures didn't match, those ballots would also be rejected.
As usual, the claims of "voter fraud" are overblown, and not supported by the survey results. Besides -- any difference between the responses of Trump & Biden voters is statistically insignificant. And these are the ballots that would be rejected anyway.
What's far more concerning is Justin Haskins' "remedies" for the supposed "fraud" --
requiring the notarizing of ballots!! That's a
Poll Tax -- clearly illegal.
The Repubs are still trying desperately to keep Dems from voting. The astonishing part is that
the Trump campaign's obsession with mail-in ballots probably cost Trump the 2020 election. Elderly Republicans are among the most reliable voters anywhere, and the Repubs don't even see how many votes they LOSE when they attempt to keep Democrats from voting.
Haskins & Tucker Carlson also make another huge mistake. They confuse expressed
intent with actual
crime. But the two are not the same.
