It was Jimmy Carter who set a goal that we, as a nation, would never import more oil than we did in 1977. He put solar panels on the roof of the White House.
If we had invested in solar & wind, and invested in smarter grids, we'd be much closer to Energy Independence, because we'd be using far less oil & gas for generating electricity & for transportation.
Biden could also do an EO to prohibit U.S. exports of crude oil or refined petroleum products. Stop exports = more supply & lower prices at home in the U.S.
