Turns out, letting drug addicts have easier access to drugs increases drug use. There has to be external pressure to get addicts into treatment, instead Oregon is encouraging hardcore drug use.

Not sure this is the gotcha you think it is. I agree with you that these people need treatment. Decriminalization helps keep these people from long prison terms. Hopefully the audit recommendations are a wake up call to jumpstart the program and the Gov follows through with supporting it.
