The main difference is that the GOP tends to put restrictions on certain types of research such as fetal tissue and embryonic stem cell research and climate research, while the democrats don't. However, the new administration is talking about making drastic changes, which very well could affect funding to all research universities while disrupting important research. Cal already has serious financial challenges without losing grant overhead funds, so loss of research grants would indeed be a major problem for Cal like all other research universities.
