It looked like she was trying to get to her apartment on the other side of the police line when they shot her. Mind you, she was standing 40-50 feet away and not acting in a threatening manner when she was shot.

I did notice one officer in the back of the group attending to her. Should the police have dispersed and lost the initiative because of her actions? That's how they lose control of the crowd.
