I am confused; what does "being a criminal" have to do with ICE? It is my understanding they are capturing and deporting illegal aliens who are subject to deportation orders from a Judge. Isn't that the metric to qualify?

That should be the metric to qualify. The article does confirm that around 10% of illegal immigrants deported by ICE committed serious crimes. It doesn't say what percent committed non-serious crimes.

I'm pretty sure you don't know the law on this, so will share:

"Reasonable suspicion is a lower standard than probable cause but must be based on specific, articulable facts, not just a hunch or general characteristics like appearance or language. While reasonable suspicion can justify brief detentions for questioning, probable cause is required for a full arrest."

Hanging out at a Home Depot or working in a car wash does not reach the level of reasonable suspicion.
