That at one point the government (under Obama) said Russia lacked the capabilities and then after another investigation said the Russians did try to influence the election (but did not alter any votes)? Is that it? There are a lot of reasons that could have happened, and they don't all have to be conspiracy.

This is correct. If charges are brought, it won't be against Obama but we're going to have a lot of references to an "unindicted co-conspirator".
There is also a statute of limitations issue/obstacle more generally. It probably applies to any potential perjury charges and may prevent other types of charges. It is possible the DOJ will take the position that subsequent overt acts have been in furtherance of the conspiracy and therefore extended the SOL. There does seem to be a legal basis for this, depending on what is charged.
No doubt the Trump DOJ will take an aggressive approach in filing charges - just like Biden and NY did when engaging in lawfare against Trump and pursuing J6 charges. If/when this happens, it will be quite funny to see the dems complain about this.
