I need to know more, because there is a lot of room between "regular campaign mudslinging" and "criminal offense" and (assuming it's true) this would seem to fall somewhere in that range. But I don't know where

Campaign mudslinging should only apply to those who are members of the campaign. Not Obama, not Comey, not Brennan, not Clapper. But let's say Obama is part of team HRC and it is okay for a sitting president to influence an election on behalf of his political party. Fine. There is still no way the FBI, DNI and CIA are supposed to be working to help one candidate. But that's what they did.

Campaign mudslinging can only apply to actions taken before the election. This continued well after the election, then continued into Trump's presidency. For example, the worst of the Obama / IC actions appear to start on 12/8/2016 - a full month after Trump is President elect - in order to get a false IC report published on 1/6/2017, two weeks before Trump is inaugurated.
