It's too wild for words. The 1.8 billion dollars is not a settlement overseen by a judge. It is just something Trump told the government--that he controls--to put into a fund for him at the Justice Department. And Trump's Attorney General will control the money. This is simply Trump taking a ton of tax payer money in order to dole it out.
