Windows that do not open

Much thought has centered around opening windows in schools to create air flow. Many office buildings etc now have windows that do not open to be more energy efficient. Especially in the bay area it would have made more sense to not do this. Do you think there will be changes and windows that can open become a priority?

Harmon Gym had great air flow and they often opened windows, until tv would not allow it as the light compromised the broadcast. I think there are still windows on the third level that could be opened. It might help the heat in the first and second levels since the blowers are rarely used. No Air conditioning is understandable. The elimination of lower level windows does not to seem to have been a good idea.

Commercial buildings with central air conditioning cooling/heating systems generally do not have operable windows for a variety of reasons, including mixing of air at different temperature/humidity conditions that can cause a host of problems including mold.

In places like the Bay Area where the climate conditions are moderate, central air conditioning units have economizers that would allow outside air to go through the system without having it cooled or heated. This air would be filtered through the air conditioning system, distributed to each space and returned back to the unit and/or exhausted out of the building.
