Heck, they played a night game in Buffalo on Saturday where the temperature was 6 degrees.
This is no big deal. Put on a parka if you are cold.
Sure it's been done before, but it's stupid to do it when you don't have to. Why not play the Cincinnati-Tennessee game in Nashville at night and the SF-Green Bay game in the afternoon.? It's not likely to be 5 degrees at 8:00pm in Nashville. I won't be in Green Bay on Saturday, so I don't need a parka.
TV drives it. CIN-TEN is expected to get the worst ratings. They don't want that as a prime time game. So we get freezing Lambeau instead.

Of the 4 matchups, the Bills-Chiefs and Packers-49ers are the most compelling.
The NFL has to have one AFC game and one NFC game each day of the divisional round.
They wouldn't have their 2 most compelling matchups on the same day.
So that means 49ers-Packers has to share a day with CIN-TEN.
But the way TV viewing goes, there are more people available to watch TV during the primetime hours than during the daytime hours.
Which is why, obviously, you want your most compelling matchup on during primetime.
So you couldn't have 49ers-Packers play at noon (PT) or 1:35 (PT). That would be dumb if you want to maximize viewership.
As for the comfort of the crowd, well, of course the NFL considers the health and safety of its attendees to be of utmost importance.
