Absolutely this. There are plenty of other Super Bowls that were worse from a watchability standpoint. Lots of uncompetitive blowouts in there, and also some poorly-played contests. This was nowhere near the worst Super Bowl ever. That was probably this one:

I think there's a decent argument that if Gronk were not injured he would have been able to at least get his hands on the ball. Yes, it was underthrown, but Gronk is typically a very athletic TE who can get in on any jump-ball. He barely made the attempt on this one.
