The Cal section is typically a small quadrant in the south (?) end zone. The last time I was at Reser the student and alumni sections were kind of like at Memorial, which is to say it shouldn't be an issue if you sit in the Cal section. Pre/Post game...my experience has always been that Beaver fans are gracious hosts. You probably can hang in the parking lot and join some tailgaiting. I'm not aware of anything to do away from the stadium. I would definitely maximize my time in Portland and skip Corvalis.
Coming from an OSU grad that now lives in Portland.... There's something to see or do in both depending on interests.... Corvallis is the quintessential college town, and the Fall colors will be gorgeous. There's lots of cool little eatery's and breweries and eclectic shops downtown, and the waterfront area is nice. The campus and Greek areas are worth a walk around in my opinion. Now Portland it is not......Portland is in my opinion one of the coolest 'little big cities' around, and there's not enough room here to expound on that.
All that said, people in Corvallis are night and day different than in Eugene and the stadium experience is quite the opposite as well. It's a little hokey, a little small town America, but being a guy that came from the concrete jungles of Orange County, I'd take Corvallis any day.
