The study basically compares how draft picks actually performed in the their NBA career using the "Estimated Wins Added" (EWA) metric with the expected EWA based on where they were drafted. Ranking highly (as Cal did) means that players on average performed better than other players drafted in a similar spot in the draft.

To summarize, Cal is one of the best schools with more than 10 draftees in the last 25 years measured by average WAR per season compared to the average player picked at that draft position. We get credit for Kidd being an all-timer and Shareef being a perenially all-star, but also get a significant amount of credit for Marks and Elson.

That's not very clear, but essentially this could actually be used as a negative or a positive in recruiting against Cal. The first message is, if you go to Cal, you're likely to be drafted lower than you should based on your future NBA contribution. The second message is much better: if you go to Cal, you're not going to be a bust in the NBA. (They picked Lamond and Crabbe as our two least successful players, while noting that Crabbe has plenty of time to step up.)
