The issue with Grad transfers is that there are no special admits and most cal programs are among the hardest in the country (the world?) to get into. SPH (Dad's old department) at the MA level is one that isn't THAT difficult (relatively) and they have a nearly full on-line option so that has tended to be the location of choice.
Undergrads are different and just the normal sports process. Challenge there is that you have to sit out a year so it is harder to have an immediate impact. The rise of Grad transfers is a structural hurt on Cal.
