Reuters is mistaken about Kacher's title. Daniel Caine, a four-star general, is the Chairman of the Joint Chiefs of Staff, not Fred Kacher. Kacher, a Vice Admiral, is Vice Director of the Joint Staff, and assists the Joint Chiefs of Staff.

Gen. Dan Caine, the actual Chairman of the Joint Chiefs, made the call after Kacher's ~3 months on the job. He's returning to Navy service.

I don't think Fred Kacher is even the Pentagon's Joint Chief of Staff, General Caine is.

0.1% is well inside the statistical error of the polling. Essentially Trump and Obama are the same. Trump may have one more person approving of him than Obama though I'd have to know the sample size to be sure.
