No. Better examples of the Trump administration trying to shift the Overton window is the notion of stripping political dissenters of their US citizenship, or the repeal of birthright citizenship. Those policies had been well outside the accepted norms, and now the latter at least is up for debate, so it has now moved inside the Overton window.
The diplomatic faux pas I was referring to is the humiliating treatment and summary expulsion of Korean executives and contractors at the Hyundai plant.
