The only reason for hard currency is to build confidence in a new national currency by promising to exchange it for a fixed amount of gold or some other precious commodity. Once people accept that the currency has value, there's no reason to tie it to the commodity anymore because you force the government to have enough of a finite commodity to be able to exchange it for the currency if people ask. It doesn't stop the government from printing more money when it wants and it never has. It only matters to investors.
