Multiple reports that Elway was driving the golf cart as well that agent was standing on the back of it. It is negligence per se to do either of those things in the operation of a golf cart. They call that a comparative negligence situation (maybe 50/50).

I'm voting for developing. The results of the police investigation likely is to be released soon - they typically are where there is public interest and reputations at stake. The exception is where there may be criminal charges, which seems unlikely given the reports from TMZ.
