Literally the point of Congress is a bunch of powerful men hiring underpaid female staffers and then offering the carrot of potential career advancement to entice them into sex. Some choose to play that game willingly and make the tradeoff. Some resist and if they attempt to complain or report it, the complaints get swept under the rug.
All those Democrats gave their endorsements knowing precisely that Swalwell was one of those creepers in a body full of sexual predators, but ready to do a coordinated takedown when his usefulness expired.
