Bearister, the City of San Francisco is now looking at massive budget deficits over the next 5 years according to their own budget overview, given the loss of Corporate America. Meanwhile, the cost of City services continues to outpace revenue growth.

FIVE-YEAR OUTLOOK

Over the next five years, the plan projects the City will experience a slow-growth revenue outlook, due to anticipated structural changes in San Francisco's economy, and a loss in one-time sources in the first three years of the plan. The Five-Year Financial Plan shows that the cost of City services significantly outpaces revenue growth during the five-year period. If the City does not take corrective action, the gap between revenues and expenditures will reach approximately $1,224.1 million by Fiscal Year (FY) 2027-28

Total expenditures are projected to grow by approximately $1,430.4 million over the next five years, which represents an increase of 21.1% from FY 2022-23. During the five years of the plan, baselines grow by $209.9 million (15% of total expenditure growth), employee salary, pension, and fringe benefit costs grow by $490.7 million (34% of total expenditure growth), citywide operating costs grow by $514.9 million (36% of total expenditure growth), and departmental costs grow by $214.9 million (15% of total expenditure growth)

It certainly seems like an insurmountable problem. Cities are expensive to run and provide a number of tangible and intangible benefits to their suburbs. Would any of the bedroom communities be what they are without the historical draw of the city for business, culture and other reasons? These communities are essentially free riders on SF's largesse.

I know that a lot of businesses are forcing employees back into the office but question remains as to how successful that will be. I tend to think that it will be very difficult to force large numbers of high performers back to the office when they prefer WFH.

I'm not sure there is any ready answer for the hollowing out of the financial district - this is really a nationwide commercial real estate crisis. WSJ has had a few articles just in the last 24 hours.

The mystique is gone. Why go into The City, to walk up broken, urine-soaked escalators, past homeless defacating on the sidewalks, drug addicts shooting up on the streets? The business persons $10-12 lunch is now $25-30 with The City's higher minimum wage, health care tax, and now Biden invisible green policies and inflationary spending.

That same person can now save hours commuting, have sushi in Concord or Pho in Martinez, and skip all of the negative externalities. The City may become more of a museum than a financial and tech hub, many tech companies relocating to Austin and remote work.

For San Francisco, it's not nearly as dramatic a problem as they can convert excess office space into residential, or build condo towers downtown. That will also address the issue of restaurants and other businesses catering to the business clientele.

If USA could fully take in Puerto Rico and lift up its standard of living, that could be a good model for rest of Latin America.

In 1986, the EU added Spain, Portugal and Greece and tons of development dollars flowed from the wealthy nations to these poorer ones. Huge successes!
