Factors included record low black unemployment, Enterprise Zones, prison teform (Obama didn't get it done), and funding for 10 years for Historically Black Colleges and Universities. President Trump even had a number of rappers come out for him. Who knows what the real black vote was given historic vote rigging.

Given how important the black vote is to Democrats in many states, even small changes have big implications. Many believe that is why the Demicrats play the Race Card so hard every election, "gonna put yal back in chains" Al Gore, etc.
