Even if you deliberately avoid creating a police force, officers who routinely exercise powers of arrest, detention, search, restraint and forced removal inevitably develop a law-enforcement culture.

ICE didn't even exist before 2003. It's an agency that has brought shame to the nation. Repeal and replace.
