He's proposing to cut the amount contributed to fungible overhead costs.

"A limit of 15% of grants awarded to institutions will be allowed for associated costs such as buildings, equipment and support staff. This is a major reduction on what was previously allowed under the NIH grant system."

In the last couple of years, I saw many Muhammads in Frankfurt and London, less so in Sofia, and none in Warsaw. I'd say this list is pretty accurate.

I think something like 1/4 of boys from first generation muslim immigrants are named Muhamad, whereas the names for the locals are much more fragmented and tend to change with trends. The most popular baby names in the US right now are Liam and Olivia, but the naming pattern is much more fragmented with something like 1% or less of the baby boys being named Liam.

Taking the same exercise, I am guessing the most popular surname among current Cal students might be Kim, because although Korean students are only about 7%, over a fifth of those have Kim as their family name. Wang might be the next most popular with a larger ethnic Chinese base (around 18%) but with that surname being only about 6% of the population. Garcia, being the most popular Hispanic surname in the US and CA might be in the mix, but apparently they represent less than 2% of the Hispanic community, so not likely to be in the top 2 surnames at Cal.

Those could be among the top first names overall in California, along with Maria, but the CA Hispanic babies names also are trendy: Emilio, Adriel/Camelia, Eliana etc. I guess there are a lot of Emilios and Camelias in the telenovelas...
