Keep in mind that Williams wants to paint as positive picture as possible. If he had donor approval, his statement would have said more than "discussed w donors." Like "we have commitments for funding." The innuendo of "discussed w donors but no timetable for shovel in ground" is that the funds haven't been fully raised yet.
The truth might be otherwise, but the innuendo of Williams as reported by Wilner is that we've got a ways to go on funding.
