Interesting questions. Yes, Nevada is not just one of the smallest budgets in FBS but the second to smallest in the MWC. Cal gets ~$30 million every year for their media contract, Nevada $2-$3 million.
I believe 80% of Cal's HS recruits need to have a 3.0 GPA; Nevada recruits all need to have a 2.5. Like Ohio State and USC, Cal has a stronger academic record than Nevada (AAU). Nevada has always placed a huge emphasis on athletic academic results; too bad they don't put more financial support on athletics.
From NevadaSportsNet.com (2019):"The Wolf Pack athletic department saw all 15 of its programs pass the multiyear Academic Progress Report benchmark set by the NCAA, with five teams posting perfect single-year numbers. Overall, Nevada averaged a score of 981 (out of 1,000) for the multiyear rate, down from 984 the year prior... Six Wolf Pack programs football, men's golf, rifle, women's cross country, softball and women's tennis matched or improved their multiyear scores from a year ago. All of those sports except for football (977) posted perfect scores of 1,000 in the single-year data. Last week,
Nevada football earned the NCAA's Public Recognition Award after being ranked in the top 10 percent of all FBS teams."

increased focus on academics for incoming athletes who hope to be future old blues. Jeff Tedford left the Cal program in shambles with the worst player graduation rate in the entire Pac-12. Sonny Dykes was challenged with the task of not only revamping a program, but also increasing the emphasis on academics for existing players and new recruits.
The school has been on a noticeable upswing since then, and under a new set of rules, Cal will be targeting only athletes with a 3.0 grade-point average in high school. It was stipulated that 40 percent of the incoming athletes meet that standard this fall, and the bar will be set at 80 percent by 2017."
