One consequence of the NIL era/ the opening up of college athletics to market forces and the travel issues involved in joining the ACC at the same time Cal athrtics faces a fiscal cliff, is that the non-revenue sports can no longer be cross-subsidized by football and basketball and their role in university life will need to be examined.
I think the easiest first step solution is to send only football, men's and women's basketball and women's soccer to the ACC (ie the minimum).
All other sports should compete in the Big West, mostly against other UCs. Scholarships should be limited to California tuition only or eliminated all together (see the Ivy League) with donors able to make up any scholarship shortfall. Every sport would be paired men's and women's for Title IX compliance. Have them even share coaches. As you point out, even the admissions slots for "country club" sports is problematic and should be questioned. Some sports can drop to the club level and recruit from the student body. If there is not enough "interest" they can be dropped with no Titje IX penalty.
I also think having the revenue sports be outsourced to an alumni run not for profit will be a better way for Cal to handle the day when revenue sports athletes will be employees. It would also allow Cal to cut its massive athletic department bureaucracy.

Are schools in financially stressed areas going to have the resources (okay, tax base) for rowing programs? I mean the Boys in the Boat story/movie is tremendous, but, the rowers are no longer coming from the farms. In the greater Philly area, some great rowing programs from the more affluent public schools, and specific private schools. Interesting case in point where I live: Atlantic City, NJ, a city that has issues. Atlantic City HS? Strong Rowing program because they also draw from the towns (like mine) that have people living at the "shore" year around in very nice areas...(and my cat sitter was on the 2V that won state and regional championships).

The wealthiest 1 percent of the nation's 3,285 four-year colleges and universities holds 54 percent of campus endowments. The top 3 percent holds 80 percent. You have a nice narrative about educational opportunities providing wealth distribution through education. But the reality of who goes to these schools doesn't fit the narrative. Elite universities' wealth advantage mirrors the wealth advantage enjoyed by affluent Americans, the folks who fund these schools and whose children, with a few exception, attend these schools. In 2018, the median family income of a student from Stanford is $167,500, and 66% come from the top 20 percent. About 2.2% of students at Stanford came from a poor family. Like it or not, that is around the numbers for most highly rated public schools. Not perfect, but far better than the elite privates. At the same time, in the face of shrinking public investment, public institutions raise tuition, which they tried ineffectively to offset with increased financial aid for lower-income students, which puts pressure on these schools to admit wealthy students. If this comes in the case of women's crew, it is still far more wealth equity than what goes on at the elite privates, which I hope you understand was Rich Lyon's point. Cal and other public schools like UCLA, Florida, Virginia, Michigan and Texas are not perfect, but the are different.

Just a few comments about rowing, as my son rows with Oakland Strokes rowing club:
- Our family is not affluent, not even close. He does it because being on a rowing team is good for kids. - We are also not doing it for the possible college opportunities. Seriously. I want him to do CC, then a UC. - Oakland Strokes, a premier rowing club, has a number of non-white members. They do outreach and offer scholarships - That said, yes, a number of families do seem to do it for the college opportunities it provides, some transparently so. - agree 100% with Shocky that that sort of stuff needs to get cleaned up - the private colleges can make a good case that they value rowers as students / prospective students because rowers are disciplined, know how to work hard and can work on a team. However, the same can be said for some kid who has to work part-time during high school to help support his family

Admitting high achieving out of state and international students who pay the higher tuition is necessary for financial reasons and provides some geographical diversity.
We don't need scholarship, reserved admission slots for "country club" sports that no one watches drawing almost exclusively wealthy white students from out of state. Stanford and USC had scandals around this since there is little scrutiny or "recruiting rankings" for these sports and wealthy parents REALLY want their kids to go to a good school and are willing to pay top dollar on top of tuition. A scholarship to Cal os worth hundreds of thousands of dollars. The potential for abuse is obvious.

Rich kids have enough advantages. Let them compete to enter based on academics. They already have plenty of advantages on that front, they don't need reserved admission slots because they play a country club sport that no one watches.
Rowing (and many other sports) should be a walk-on sport. Get admitted to Cal. If you love rowing, go out for the team, if the team needs more bodies, recruit admitted freshmen to join. If our non-revenue teams are mostly non-scholarship and mostly Californians, fine. If we are not good, so be it. If there is not enough interest in the sport to compete in it, shut it down.

Only tossing this in because it pertains to foreign (out of state) students and crew: I recently sat next to a very recent graduate of Cal. He rowed crew. And then said, oh I couldn't make varsity, it was dominated by foreign students. He was a very good student from Lowell in SF. I assume he and his parents paid in full. Mechanical engineering degree with a job already lined up.

As someone who played a non-revenue "wealthy" sport (Men's Golf) at Cal, I'm pushing back on all of this hate going on. I was out of state and paid out of state tuition my first year before gaining residency which was much easier in the late 70's. Most of my fellow athletes were excellent students who have since gone on to great careers, mainly in California. Many of us also contribute quite generously to Cal BECAUSE we don't take it for granted. I can't tell you how many of my fellow students asked me why I came to Cal when I could've gone to UT Austin for less money. They didn't value what Cal and UC in general offers. I can assure you that I personally have paid many millions in CA state income tax in excess of whatever the CA taxpayers paid to subsidize my education, and I'm sure there are lot of other ex athletes from non-revenue sports who've done the same. I also believe that well-rounded student/athletes contribute to the student experience for everybody.. The presence of student athletes has certainly stood Stanford, many of the Ivies, and Little Ivies in good stead. t's very easy to pick on some out of state athlete for crew or water polo or golf who might come from serious means, but would that apply equally to someone from Atherton, Malibu, or Newport Beach? I know that people on this site want Knowlton gone, but digging around for some dirt for something to hang him with could easily backfire and burn down the village you're trying to save. It just blows me away to read this ****ty attitude that reinforces the reputation that Cal can't have nice things because the supporters act like the proverbial lobsters in the pot who drag down those who are trying to escape so everybody dies. Really pretty disgusting.
