Connelly is my favorite author. I have been reading his books for a couple decades now and have watched his different characters mature. I strongly recommend the Bosch and Ballard series. Also the different TV series portraying his different lead characters range from great watches (Bosch) to decent watches (Lincoln Lawyer).

The reduction of the overall football roster from 120 or so to 105 will result as you say in some PWOs not returning to the team. An unfortunate part of the changing college football landscape. The number of players walking with remaining eligibility is pretty high and I expect that most of those will be moving on.
The program as you point out has a lot of decisions to make. I agree the S&C program will be heavily scrutinized and I expect some changes there. I think additional staff movement is possible. There will be other roster moves (besides Ott) there almost always is.
Some important dates ahead. HS early signing day is Dec 4 through Dec 6. Players no longer sign letters they sign financial agreements. Still binding but now you have to attach an NIL number to the agreement. In writing which will be interesting to watch. The Portal as you point out opens on Dec 9 and closes on Dec 28. I think it could be active. Some of those walking with eligibility likely enter during this period. Who else does will matter and will be interesting and important.
The next 6 weeks will be crucial for Cal football.
