Russia has occupied 20% of Ukraine for 4 years now, and there was no guerilla movement in those regions, because the locals are overwhelmingly pro-Russian. The Russians will not annex parts of Ukraine that are hostile to them, if the war goes on and the Russians keep advancing they would only annex a total of around 40% of Ukraine representing the majority Russian and Russophone areas in red below:

The difference here is that Ukraine is right at Russia's border, had the largest standing army in Europe and is heavily armed, trained and financed by NATO whose designated enemy is Russia.

The fact that the same color represents between 25% and 74% likely makes the map misleading. It is a silly grouping.
