So there's a contract, did it go out to bid?

Newsom inked an over $1.4 Billion secretive deal w BYD to make masks, and another $300 million after that.

Now the State Capitol construction project started at $500 Million, but is over $1.2 Billion with over 2,000 NDAs in place to hide details. Including private hallways to shield Legislatirs from public scrutiny.
