I would tend to agree.
I've been to hundreds of high school and college track meets in my lifetime and at the high school level, there always seems to be a "blue-haired" official exerting his interpretation of the rule book at the most inopportune times, which really makes you wonder if they have the best interests of the athlete in mind.
I've seen countless athletes DQ'd for jewelry violations in League and Section Championship Meets that take them out of the running for heading to State.
One day at Pittsburg High, I saw the son of legendary DLS Coach Bob Ladouceur (151 consecutive wins from 1992 - 2004) DQ'd in the 300m hurdles for swearing at himself well after he came across the finish line.
Unsportsmanlike conduct.

If a competitor at the state championships is caught shagging underneath the bleachers or discharging a fire extinguisher after an event, they will also be disqualified from competition.

That move was a function of two factors:
1. An indicator of how severely she was kicking the field's @$$ at the time of her fall (at least by a full set of hurdles); and
2. Perhaps the most brilliant and clutch improvisation of all time, especially when you consider that she had a fraction of a second to come up with it. That young lady is going places in life.
I have never seen anything like that.

I actually spoke to Joe once when we were watching the two DLS freshman teams play at St. Ignatius. He was sitting in front of me in the stands and I'm running my mouth doing color commentary like every hoop game I watch live or on TV.
