Iran's strategic priority is to get the U.S. military out of the Middle East. This will happen when gas is $10+ per gallon, markets crash, and Trump's approval rating hits single digits.
Once the U.S. military leaves the Middle East, the Straits will reopen, and oil will flow. But a few Gulf nations might not survive, and it may take years for them to resume oil / fertilizer production at their previous levels.
Iran knows that Netanyahu can't tolerate having a neighbor that can defend itself. And they know that Israel has nukes. So even though Iran
could destroy Israel, they don't want to engage with them until the U.S. is out of the picture.
Even then, Netanyahu's entire political career has been based on his close relationship with the U.S., and his ability to get the U.S. to do whatever he wants. He's also committed himself, and Israel, to their "Greater Israel" project ("From the Nile to the Euphrates"), and to using the U.S. military to conquer & kill anyone who might stand in their way.
Now that the U.S. has shown that it can't protect
anyone in the Middle East, Netanyahu is on very shaky political ground. So Iran might do what Putin is doing -- that is, absorb a few attacks, and deny his opponent (Bibi) the political gain that he might get from a direct Iranian attack.
Once Israel pulls the IDF out of Lebanon, ends the killing & siege in Gaza, and puts a stop to the settler violence in the West Bank, I have confidence that Israel & Iran can tolerate each others' existence.
Despite the rhetoric & propaganda, the Iranian leaders are practical, and collectively, they don't want to overplay their hand. IF they can get the U.S. out of the Middle East, end the economic sanctions, and get the U.S. to cut its ILLEGAL military aid to Israel, they would have no need to further damage Israel & risk their retaliation with a nuclear weapon.
