Sounds a bit like rehab / sober living and the leadership is full of manipulative sexual predators. This is unfortunately more common than people realize.

The U.S. is oversupplied with diesel as it is.
Producing more diesel is just going to wind up in storage tanks.
If Refiners can't export diesel they're gonna stop processing crude into diesel.
