When it comes to trade, as Trump is speaking about, yes. They have ripped us off for years.
Probably a waste of time to have a nuanced post about this, but like a lot of things Trump complains about, there is a nugget of truth followed by a really bad policy to counter it.
Canada has engaged for years in tariffs to protect certain industries. To pretend that Trump is the only one using tariffs as a blunt instrument is to either not care about following trade or to be willfully ignorant (I know which of the two I would pick for a certain poster in this thread). However, a smart President would go to the negotiating table first and say "Look, you guys have some ridiculous tariffs that don't need to be this high. I don't want to hit you with tariffs to hurt your trade. We are allies on most issues. Let's find a way to come to a reasonable compromise here."
Trump cannot do that because Trump handles everything in his life by threatening the other party that is an obstacle to whatever he wants to do instead of starting from a conciliatory stance first and then only using a tariff as a final threat. Also, Trump has some weird love of tariffs that nobody has ever been able to talk him down from. But there is no overarching coherent strategy here. He just likes to throw economic bombs.
