The way daycare centers like these get funded is by producing a monthly report with a detailed attendance timetable of children hosted. Their parents have to pay upfront a small part for that service, with government subsidizing and refunding the balance to the daycare center. It wouldn't be very easy to pull off a scam, the parents and state inspectors would have to be in on it.
As well there are inspections of locales, you can't operate a daycare center if you don't have the right setup. The guy going on on the lack of windows is a tell tale that he is lying, because he is only showing one side of the building and not the main entrance and locale, which likely has some windows. The other tell tale is his insisting on the misspelling in the banner, which is a minor detail. The door shown is likely a side entrance with a parking lot, and he could have filmed it on a weekend or holiday when their business is closed.
It's more likely here that the fraud is being committed by that pundit than by the daycare center.
