I know the daycare business pretty well having been in that vertical on the IT side several years ago.

The way daycare centers like these get funded is by producing a monthly report with a detailed attendance timetable of children hosted. Their parents have to pay upfront a small part for that service, with government subsidizing and refunding the balance to the daycare center. It wouldn't be very easy to pull off a scam, the parents and state inspectors would have to be in on it.

As well there are inspections of locales, you can't operate a daycare center if you don't have the right setup. The guy going on on the lack of windows is a tell tale that he is lying, because he is only showing one side of the building and not the main entrance and locale, which likely has some windows. The other tell tale is his insisting on the misspelling in the banner, which is a minor detail. The door shown is likely a side entrance with a parking lot, and he could have filmed it on a weekend or holiday when their business is closed.

It's more likely here that the fraud is being committed by that pundit than by the daycare center.

"One day care center in Minneapolis, Quality Learning Center Daycare, had 95 violations between 2019 and 2023, according to DHS records. Those violations range from "failure to keep hazardous items away from children" to "no records for 16 children." In 2022, DHS placed the facility on a conditional license. But, state records showed Quality Learning Center Daycare still received $7.8 million in federal tax money since 2019 despite its regulatory issues. Its conditional license was removed in 2024."

The Somali community in Minnesota has committed multiple different large-scale coordinated frauds over the years. It appears to be a pattern.

I recall a scam, it could have been a prior daycare scam, where the parents and the daycare centers split the proceeds 50 / 50. It may also be a cultural practice if I recall correctly.

There were also claims of widescale vote buying in either 2016 or 2020, and one gentleman from inside the community explained the process.

Separate reports of millions of dollars in declared cash, suitcases full of cash, exiting MSP Airport.

So the guy went there recently one year after that business was shut down, and pretended to have uncovered a fraudulent daycare business there because there was zero activity there, one year after that daycare center was shut down?!?

The info above also validates my point about the daycare business being difficult to cheat the government on a long term basis, it looks like they might have been caught trying to pad their numbers, though even there it could have been a matter of their not having kept proper records, especially if they didn't have a proper ERP system in place, that would be reason enough to pull their license.
