Here, let me help you understand why it never happened.
The providers (think hospitals and Healthcare systems) would have the most to lose if there was a public option. They have one of the most powerful lobbys on Capital Hill, spending over $130 million a year to protect their interests ... which means OPPOSING a public option.
The public option idea was to create a government-sponsored insurance plan to compete with commercial insurers under the Affordable Care Act. The concept, previously backed by President Barack Obama, didn't make it into the final version of the ACA due to opposition from pretty much everyone in health care.
I'm surprised you are unaware of this.
