It's a cornerstone of our system. Vote for tax cuts, vote for subsidies dues, vote for tax credits. These are all hidden and mostly benefit the donor classes. I'm all for giving people cash.

2. Even if it didn't, I don't think you can only judge the actions of the university or the police based only on outcome. Surely you'd agree that there are situations where authorities can do their absolute best to create safety and still fail. Given that, I think you do need to identify how the university could have done better with its actions, not merely based on the outcomes.
