I have a lot of questions about the claim from DHS here.

Without knowing all of the specifics, I tend to think that someone like this is someone who should get a pathway to citizenship and not be prioritized for arrest and deportation. If he was underage when he entered the country, how much choice did he have in that?

You apply for a student visa at the local American consulate in your country, which is what I did when I finished HS at 16.
