You can watch the play here at 30:23. There's a replay from almost exactly the same angle this photo is taken. There's barely any contact, and no pull down on the arm. Multiple officials looking right at it didn't throw a flag. I don't think that would change in a real game, and relying on that kind of thing doesn't move us forward to where we need to be IMO, ok?
