They lie mostly by omission, as they are more or less forced to keep their fudge factor low because their numbers can be verified (see Mediazona's tight tracking of Russian personnel losses).

I've never said I believe the Ukrainian/NATO numbers. I think both sides fabricate the number of wounded and killed for the other side for their own propaganda reasons. I don't have any data, but I doubt it's a million and I doubt it's 10,000 or whatever the low end number is.
