A friend's husband went to a tech college in the 1980s, took 3-4 programming classes, and landed a well-paying career in tech. No college degree. That's likely not happening today. There are actually cases now where hi tech East Indian employers are allegedly discriminating against other East Indian employees based on their (supposedly dead) caste status. Human resources departments filter out Americans with many different strategies, including requiring a Masters degree for basic coding.

I have actively been involved in these processes and hires in the past. You cannot filter out anyone for those roles, in fact you have to post them and collect citizen job apps before you proceed with an H1B.

India has incredible universities for these roles. Your friend's hubby going to Heald College in Rocklin and having 3 classes that are basically high school level will not cut it in an age where AI tools can be set to hack your systems 24/7.

I assert that yes, Indian and Chinese programmers from their elite colleges are better than American counterparts that take a couple classes at some for profit trade school. If you have ever been around these programmers and IT trained H1Bs, you would know.

That's good. Many don't do that. H-1B workers can end up being cheaper in practice when an employer hires them into a lower wage level than the American workers they're being compared with, uses outsourcing/contracting firms, or when the visa worker has less bargaining power because their ability to remain in the U.S. is tied to maintaining qualifying employment.
