2000-2003: 2301 homicides (Population in 2000: 3.695 million)

So I decided to average the homicides of the first 4 years of each decade and use the population at the beginning of that decade to determine the number of homicides per 100,000 per year.

Things are a bit unclear as far as who or what Jimmy Cherizier aka "Barbecue" is, some decent sources portray him as a grassroots leader who has fought off violent gangs and is being smeared as a result, others see him as another opportunist political figure emerging in a chaotic political and social landscape. But he's not a cannibal, his nickname came from his having run a food stall in his youth.

The Clintons have been the overlords of that struggling country through the 00s and 10s, overseeing the "distribution" of billions of aid money after the 2010 earthquake, a bit like the Bidens in Ukraine. Hillary appointed her brother Tony Rodham on the board of the main Haitian gold mining company which was granted mining rights. Haiti has large gold deposits. Hillary also blocked a raise in the abysmally low Haitian minimum wage on behalf of friends like Donna Karan who were operating sweatshops in Haiti. Hillary also intervened to free up Laura Silsby, who was arrested in a local child trafficking operation.

Rep. Ken Buck of Colorado is resigning a week from Friday.

Buck criticized dysfunction on Capitol Hill in discussing his decision to leave, telling CNN's Dana Bash, "It is the worst year of the nine years and three months that I've been in Congress and having talked to former members, it's the worst year in 40, 50 years to be in Congress. But I'm leaving because I think there's a job to do out there."
