The normal process is the two sides would negotiate, play chicken with the government shutting down, wanting to get home for Christmas, etc. But this time they waited so long any delay means shutting the government down. I suspect a bunch of the R's were just cutting to the chase with this vote.
3. It is a different dynamic when they have the power to do what. That equals pressure by the many on the few.

The shutdown will hurt me, though I've seen enough past government shutdowns to keep a healthy rainy day fund on hand just for these situations. I'll be OK unless a shutdown extends to Christmas 2025. It helps that we just paid off our mortgage a couple of months ago. I do worry about my younger co-workers that have only been working for a year or two and don't have much in savings. I remember being offered access to the local food bank during the last shutdown. I laughed it off, but some of us may need it if the shutdown last more than a few months.
Of course, a shutdown will impact many people that aren't government employees more than us, so I'm expecting a fairly short shutdown unless Musk decides to let us all eat cake.

House Democratic Leader Hakeem Jeffries called the passage of the government funding bill "a victory" for the American people during remarks after the vote.
"House Democrats have successfully stopped the billionaire Boys Club, which wanted a $4 trillion blank check by suspending the debt ceiling in order to enable them to cut Social Security, cut Medicare and cut nutritional assistance, while providing massive tax breaks for the wealthy, the well-off and the well-connected," he said.
House Speaker Mike Johnson supported the Bill.
