Most of the time the visitors who they deem unworthy just get turned back, but if for any reason they don't send them back right away, they get detained in local jails. Uhh you realize they can talk to US immigration about how to facilitate different accommodations as a visitor right? This is the entire point of them asking you what you're doing while you're here.
