Does a foreign leader speaking to Congress necessarily have undue influence on them? Are they sheep that can't think for themselves? To use the example of Putin, I'm not a big fan of the guy (understatement), but if I'm in Congress and he addresses us, so what? Maybe I think about the issue more, discuss it with colleagues and my negative opinion solidifies.

The difference is that Netanyahu is a war criminal who is literally leading a genocide as he is addressing Congress, and what's even worse beyond that is that almost all the congressmen present are completely subservient to him and to the Israeli lobbies, clapping like trained seals to his every word.
Netanyahu boasted on several occasions that America and Congress were in his pocket. He's been waiting for the moment to hit the Palestinians very, very hard his whole career, as foretold in this video from the 1990s.
The main reason for Netanyahu's visit is to get US taxpayer funds and direct military participation into the upcoming Israeli war on Lebanon. He wants US boots on the ground in that campaign, in addition to USAF and Navy bombing of Lebanon, leading to an escalation with its ally, Iran. That's why he lied about Iran being behind the attempt on Trump's lie last week. It did work against Saddam's Iraq and tall tales of his being a part of 9/11 back in the day, so why not try again this time.
